Project Overview

Designed to support the safe storage and high-volume transfer of diesel, ULP 91 and ULP 95, the Liberty Depot Richmond facility incorporates self-bunded fuel storage, dedicated pumping systems, accurate product metering and both local and remote tank-level monitoring. The facility will help strengthen fuel supply across rural and regional Queensland, supporting the agriculture, transport and commercial industries that rely on dependable access to fuel to keep operations moving.

All stainless-steel interconnecting pipework was fabricated and welded in-house by Nqpetro’s AS 4041-certified welders.

Managing this work internally allowed Nqpetro to maintain greater control over fabrication quality, installation requirements and the integration of the complete fuel system.

Project Scope

Nqpetro’s scope of works included:

Supply & install of 3 x F.E.S. Grande 75 self-bunded diesel tanks
Supply & install of 1 x F.E.S. fire-rated, split-compartment self-bunded tank for ULP 91 & ULP 95
Supply & install of 4 x Ebsray V35 positive displacement pumps
Installation of dedicated diesel, ULP 91 & ULP 95 transfer systems
Fabrication & install of stainless-steel interconnecting pipework
Installation of manual loading & unloading valving

Dedicated Fuel Transfer Systems

Four Ebsray V35 positive displacement pumps were installed to manage the loading and unloading of each fuel product. Two pumps were allocated to the diesel system, while ULP 91 and ULP 95 were each provided with a dedicated pump. This allows each product to be transferred independently while helping prevent cross-contamination between fuel grades.

The bulk fuel facility is operated through a complete manual valving arrangement, giving operators direct control over product loading and unloading activities. Each pump was connected to a variable speed drive and carefully configured during commissioning to achieve stable product flow while reducing the risk of cavitation.

The diesel pumps were commissioned to operate at approximately 800 litres per minute, while the petrol pumps were configured at approximately 600 litres per minute to account for fuel vapour pressure and pipework run lengths.

Fuel Metering & Monitoring

Product loading is completed through Liquid Controls M25 meters fitted with mechanical preset registers, providing accurate measurement and control of each fuel transfer. Fuel is then delivered through Liquip LBM800 loading balance assemblies, dropper hoses and Lynx API couplers, creating a reliable and practical bulk loading system.

Tank levels are monitored locally through a Gilbarco Veeder-Root TLS4 automatic tank gauging system, with remote visibility provided through a FuelScan SDA unit mounted within the fuel switchboard. This gives operators greater oversight of fuel inventory and facility operations both on-site and remotely.
